The creation of the Bureau of Economy and Efficiency was approved by the Common
Council on June 14, 1910. Working under the Office of the Comptroller, the Bureau
was to investigate the accounts of all City of Milwaukee departments and make
recommendations on how the City could be run more efficiently. John R. Commons
organized the Bureau and was its first Director.
