Voces de la Frontera was established as a bilingual newspaper in 1995 in Austin,
Texas, advocating for immigrant rights and other social justice concerns. The
newspaper and its co-founder and editor, Christine Neumann-Ortiz, moved to Wisconsin
in 1998. In 2001, Voces de la Frontera established a Workers' Center in Milwaukee
and expanded to Racine in 2004. As a member-based community organization of low-wage
workers, immigrants, and young people, Voces de la Frontera fought for immigrant,
civil, and workers' rights. Neumann-Ortiz became the first Executive Director of
Voces de la Frontera in 2005.
