Mr. President, Ladies and Gentleman:
Again we are assembled here at the  end  of. a
season which many of us consider an unusual one in
one way, or an other as in general a satisfactory
Harvest can not be. reported by all of us. We all
know that climatic conditions were not favorable and

First to be considered is the production of raw ma-
