     The chart on this page illustrates quite accurately the number of
days and the percentage of time spent on each major project. Emergencies
often arise during the year, such as a sudden outbreak of plant or animal
diseades and various war time programs which require immediate attention,
thus taking time from major projects.
     Each year more time is required for the planning of programs of
work for these work projects. Meetings of committees or group conferen-
ces are necessary if the work is to be done effectiently and the best
results obtained for the expenditure of effort and labor.
