North Carolina calls second state convention. 1789 New York requests Congress under Constitution to call a second constitutional convention. First Federal Congress convenes. House of Representatives attains quorum. Senate attains quorum. George Washington inaugurated first President. James Madison proposes Bill of Rights in Con- gress. North Carolina elects delegates to second state convention. Congress adopts twelve amendments to Consti- tution to be submitted to the states. Second North Carolina Convention.
