THE CRUSADER STATES 
1243—1291 
The attempt of the emperor Frederick II to rule the kingdom of Jerusalem
ended with the surrender of Tyre by the brothers Filangieri and their departure
from the country. Thenceforward the kingdom was to be governed according
to the lawyers' strict interpretation of the constitution, which meant that
the land con tinuously hovered on the edge of anarchy.
