Scope and Content Note: Reports, budget analyses, correspondence and memoranda of state budget analysts relating to the formulation of the governor's annual and biennial budgets under section 16.46, Wis. Stats. Includes budget requests, narrative budget justifications, and related correspondence submitted by state agencies. Major topics include state budget procedures; program budgeting; nursing home reimbursement; veterinary medicine education; property tax relief; welfare; the Clean Water Fund Task Force; Retirement System Study Committee; Taliesin Commission; and the programs of the Department of Health and Human Services, Department of Natural Resources, Department of Transportation, Department of Development and many other state agencies. This series also includes records of commissions and committees attached to the Department of Administration. These records are usually concentrated in a particular biennium. The following is a list of commissions and committees and the biennium in which their records appear: State Commission on Aging (1965-1967), Clean Water Fund Task Force (1989-1991), Governor's Commission on Human Rights (1965-1967), Nursing Home Reimbursement Task Force (1985-1987), Retirement System Study Committee (1989-1991), State Committee on Soil and Water Conservation (1965-1967), Taliesin Commission (1989-1991), and Committee on Water Pollution (1963-1965; 1965-1967).
Arrangement of the Materials: This collection is arranged into two sections: “Administrative and Procedural Files” is arranged alphabetically by subject; and “Biennial Budget Files” is arranged in chronological segments by biennium and thereunder alphabetically by subject or agency name.

Scope and Content Note: Records of two groups of budget analysts, 1987-1994. The majority of the records, which include agency budget submissions and analyses, position requests, federal grant applications, and veto recommendations, document work of the environmental team (ECR) and budgets of the Department of Natural Resources (DNR). Of particular interest are files of analyst Darrell Bazzell (who later became secretary of DNR) about pollution remediation. Highlights are records about the leaking underground storage tanks program (LUST), the Petroleum Environmental Cleanup Fund (PECFA), the Milwaukee Metropolitan Sewerage District funding, and the Governor's Committee on Long-term Care of Solid and Hazardous Wastes. The second group of records documents work on passage of the Wisconsin Health Care Partnership Plan legislation (SB 327) in 1993, the Governor's Commission on Dental Care, and the Hospital Rate-Setting Commission.

Scope and Content Note: Files of several budget analysts who were members of the DOA Human Resources Budget Team that primarily concern Medical Assistance funding, 1984-1994. In addition, files probably in the custody of analyst Kirsten Grinde were used as background for a 1996 reorganization study of the Department of Natural Resources. These files document the DNR work, 1991-1993, of analyst Franc Fennessy, who was also a member of the Human Resources Team. A large file of analyst Roger Fetherly concerns the 1995 budget of the Department of Corrections, a year of extensive growth by that department.

Scope and Content Note: Records of various budget analysts primarily documenting the 1995-1997 state budget and the work of the Human Resources Team on the budget of the Department of Health and Family Services (DHFS). The files are arranged as budget working files, which are arranged by year and then alphabetically by state agency, and as alphabetical subject files of the Human Resources Team, which document programs of DHFS apart from the biennial budget. Of special note are the files on the Governor's Blue Ribbon Commission on Mental Health Care, IMDs (Institutions for Mental Disease), the development of state health care for the uninsured, and welfare reform. In addition to the working files on DHFS, files of other teams responsible for the Department of Natural Resources (DNR), the Department of Transportation (DOT), the Department of Military Affairs, the Department of Veterans Affairs, and several smaller agencies are also included. These files generally include departmental budget submissions and analyst's briefing materials, but no team subject files.

Scope and Content Note: Records, 1978-2001 (but mainly 1993-2001), of several teams of budget analysts documenting not only the normal financial monitoring of the agencies for which they were responsible, but also their participation in special departmental studies. The documented teams are Education, Health and Family Services, and most extensively, Environment, Commerce, and Resources (ECR). The Education files of Peter Maternowski entirely concern the University of Wisconsin budget and his participation in a study to better educate the Wisconsin workforce for the challenges of electronic technology. The Health and Family Services team is represented by the files of several analysts. Most extensive here are records on the planning and implementation of W-2 (Wisconsin Works) and Family Care, the Wisconsin long-term health care program. The ECR files solely document the work of the team leader, David Schmiedicke. In addition to extensive files on the Department of Agriculture, Trade and Consumer Protection (DATCP), the Department of Development (DOD), and the Department of Natural Resources (DNR), Schemiedicke participated in studies of the PECFA (Petroleum Environmental Cleanup Fund), LUST (Leaky Underground Storage Tanks), Brownfields pollution programs, and in reviews of the Pettit Ice Center and the Wisconsin State Fair.
