Box 2 consists entirely of files on the environmental impact of Highway 2/13 on the Fish Creek Slough near Ashland, 1987-1989. The files contain environmental assessments, public hearing transcripts, and other documents gathered by Coastal Management staff, but little information documenting the program's own participation. There are, however, numerous documents on this project concerning the work of the Department of Transportation and Kathleen Falk, the Wisconsin Public Intervenor.
