Scope and Content Note

The first five boxes of this series contain correspondence, circulars, telegrams, memoranda, reports, speeches, and statistical data, relating to the president's direction of such union activities as contract negotiations, arbitrations and legal actions, supervision of insurance and pension funds, union housing project, union organizing work, conventions, relations with other unions, and federal or state governments, during the years 1961 and 1962.

Box six of this series contains correspondence with the union's branch offices, 1961-1964, relating to such topics as contract negotiations, cancellation of contracts, wage data, arbitration, notices to the National Labor Relations Board of labor-management disputes, initiation and membership fees, per capita tax, elections of officers, by-laws, employe insurance claims and payments, employe grievances, and National Labor Relations Board elections.

Although much of the data was developed internally, part of it was collected from such sources as the Bureau of Labor Statistics, the National Association of Hosiery manufacturers, the National War Labor Board, the AFL-CIO Research Department, other unions, trade publications, newspapers, and magazines.

Correspondence of the union's officers and staff, and other material in this file relates to almost any subject useful in editing the union's newspaper, preparing speeches and news releases, information prepared for use in Congressional committee hearings or before agencies of the federal government, group insurance contracts, negotiation of labor agreements, and arbitration cases.

Scope and Content Note

This series contains a separate file for each employer, including correspondence, memoranda, circulars, lists of employes, news releases, articles and clippings, arbitration briefs and decisions, and statistical data concerning the relations between union and employer.

Subject matter includes such topics as the general labor policies of individual employers, the union, or the Federal and state governments, financial status of companies, Production figures, employment and earnings statistics, plant equipment employe pensions and group insurance, maintenance of membership, negotiations, National Labor Relations Board elections and hearings, and annual reports of companies to their stockholders.

In addition to the correspondence between the union and the employers, the files have communications with the National Labor Relations Board, the War Labor Board, Insurance companies, union organizers, and individual employes. There are Dun & Bradstreet reports in the files of many of the employers.

Scope and Content Note

Box one of this file contains correspondence, memoranda, convention calls, agenda, committee and delegate lists, news releases, and speeches. Subject matter relates to preparations for conventions, the business transacted at the conventions, and post-convention reports of the General Secretary-Treasurer to the National Committee and to the branches. Dates for papers in box one are 1947-1954, 1963, 1965.

Boxes two and three contain printed and bound reports by officers of the union to the convention, and include reports on the several departments of the union, such as Research and Education, Organization, or the Social Security Department. Dates of printed reports in boxes two and three are 1939-1944 and 1946-1963.

In Emil Rieve's 1939 report to the convention, his last as president of the union, he outlined the history and accomplishments of the union during his term in office.

Scope and Content Note: This is a file of correspondence between the union and individual arbitrators or with the American Arbitration Association. The correspondence relates to grievances involving wage inequities, job discrimination, working conditions, disciplinary measures, or dismissals. It contains, in addition, many papers directly related to the letters in the file, including requests for hearings, briefs, opinions, decisions, wage rate studies by arbitrators, and financial arrangements with arbitrators, relating to disputes between the union and the National Association of Hosiery Manufacturers, or between individual workers and employers, in cases which went to arbitration under the National Labor Agreement.

This series consists of copies of arbitration decisions issued by arbitrators or by the Wage Tribunal.

Beginning with the implementation of the National Labor Agreement between the hosiery manufacturers and the American Federation of Hosiery Workers, hundreds of disputes over a long period were settled through arbitration as stipulated in the agreement. The arbitrator issued a written decision in each case, and all signatories to the agreement received a copy. Much the same procedure was followed in the case of hosiery mills which were not parties to the national agreement.

Grievances filed by individual employes over such problems as wage rates and inequities, promotions, job discrimination, were heard by a single arbitrator. For industry-wide disputes there was a Wage Tribunal, including a member of the union, a representative of the employers, and an impartial chairman, as provided under the national agreement.

As issued in its final written form, the decision includes a statement of the case before the arbitrator; introductory information relating to the labor contract, and to relations, generally, between the union and the employer. After a review of the arguments presented by all parties to the dispute, the opinion of the arbitrator relating to the facts is stated, followed by his written order.

Often, before he could render a decision, the arbitrator found it necessary to conduct time studies, or studies of wage, cost of living and productivity. Studies of this type may be found in the Negotiations File (Series Twelve) or in the Arbitration File (Series Eight).

While there are decisions in the file for the period from 1929 until 1965, only those from 1929 until 1950 are indexed. They are indexed, generally, in three ways, by topic, by name of company, and by date.

Scope and Content Note: From time to time the arbitrator deemed it advisable to settle certain types of cases by writing a memorandum rather than by issuing a formal decision. These cases usually involved a single employer, or did not involve principles of general application within the industry. Often the memoranda decisions referred to formal decisions of earlier dates. Copies were available to all parties of the National Labor Agreement, but distribution to the parties involved was required.

Scope and Content Note

Primarily a file of labor agreements between the Hosiery Workers Union and employers, the series also includes correspondence, memoranda, supplemental agreements, extension agreements, arbitration briefs, union label agreements, and clippings.

These contracts served several purposes. They defined relations between local unions and individual employers already bound by the National Labor Agreement. They were supplemental agreements relating to fringe benefits, union labels agreements, hiring, seniority, and contract extensions, but the great number of them were basic contracts between the union and independent employers, meaning those employers not parties to the National Labor Agreement.

The file also includes correspondence with or between the following: union officers and representatives, employers, the Department of Labor, the Impartial Chairman, branch officers, organizers, and negotiators. Topics include wage reopenings, arbitration requests, notices of contract cancellation, employer requests for wage reductions, notices of disputes to the Department of Labor, notices of strikes to employers, working conditions, work rules, contract proposals, wage rates and revisions, dues checkoff, seniority, vacations, insurance, pensions, and overtime.

Scope and Content Note

This is a subject file containing correspondence, bulletins, memoranda, briefs, decisions, statistical data, and studies of wages and earnings in the hosiery industry.

Correspondence includes letters of individual employers, of the National Association of Manufacturers, the Labor Mediation Board, the Impartial Chairman, the Wage Tribunal, union organizers, and local branches of the union, written to the international office, or to one another, concerning negotiations for labor contracts. Topics include notices of contract terminations, wage reopening, also settlement of specific problems relating to wages, working conditions, pensions and insurance.

Wages and earnings studies, in box five, were compiled by the Impartial Chairman, the National Association of Manufacturers, the National Recovery Administration, and by the union in cooperation with the University of Pennsylvania Wharton School of Finance and Commerce.

Scope and Content Note

The Pension and Death Benefit File includes papers relating to employe pensions, staff pensions, and death benefits. It includes correspondence with employers, trustees, fund custodians, insurance companies, employe members, and government agencies. Also included in the file are fund plans, trust agreements, actuarial studies, and reports.

The Employe Pension Fund was initiated in 1950 under a trust agreement between the union and employers by which the employer would contribute as much as four per cent of their payrolls to the fund. Employes were not required to contribute. If the union member was employed on January 2, 1951, he could receive credit for every year worked for any employer within the industry between the years 1937 and 1950, provided he had been a member of the union in good standing. The first pension benefits under this plan were paid in October, 1951.

In accordance with the trust agreement, a board of trustees representing the National Association of Hosiery Manufacturers and the union administered the fund on an actuarial basis. Custodian of the fund was the Pennsylvania Company for Banking and Trusts. Employers' contributions to the fund were paid through the Impartial Chairman.

Pension benefits were payable to the employe at the age of sixty-five. Any payments of benefits accrued to a pensioned employe at death could be paid to surviving relatives or to a designated beneficiary. Due to economic conditions within the hosiery industry, the pension plan was terminated in 1954, although payments to retired employes were continued.

The Death Benefit Fund, under which a maximum payment of five hundred dollars could be made to the beneficiary of a hosiery employe became effective January 1, 1951. The plan was funded solely by the contributions of the union, amounting to thirty cents per month, which was paid by the local branches. The funding of the plan was based on life insurance policies, and it was administered by a board of trustees.

A staff Pension Plan to cover employes of branches and of the Federation was initiated in 1949. This voluntary plan was funded through equal contributions of the union and its employes. The money was invested in United States Government “E” Bonds by the board of trustees.
