This Department was formed so that the organizers would be subject to more supervision and more accountability. Stetin opposed the idea at the time; and, after he became President, he discontinued this policy because of the conflicts which were developing between Paul Swaity, the Director of Organizing, and the Regional Directors. The system may have to be changed again because organizing is not improving, and there is still insufficient supervision of organizers.
