Scope and Content Note: Administrative subject files, 1967-1995, of four successive assistant attorneys general who headed the division's criminal litigation and antitrust unit: Michael Zaleski, Steven Ebert, Douglas Haug, and Matthew H. Frank. Documentation is most extensive for the late 1980s and early 1990s when Frank headed the unit. Administrative functions of the unit are represented by agendas and notes pertaining to meetings of the unit and the departmental legislative committee, files on case assignments and staff accomplishments, drafts of formal opinions, and letters written for the attorney general. Planning materials, memoranda, and reports represent departmental grants on drug and child abuse, as well as the Attorney General's Task Force on Children in Need. WOCCA, the Wisconsin Organized Crime Control Act, is documented by research and information on state-wide WOCCA prosecutions, one instance of which involved theft by an employee of the Wisconsin Historical Society. Research on RICO (the federal Racketeering Influenced and Corrupt Organization Law) includes briefs for a 1988 prosecution of the Teamsters Union in New York. The conduct of the Milwaukee police in the capture of Milwaukee serial murderer Jeffrey Dahmer was investigated by the Department of Justice and the final report of that investigation is included, although with little supporting information. The securities fraud conviction of Jerald Newman, one of the largest such crimes in Wisconsin history, is also included. Because of the unit's oversight responsibility for Wisconsin's district attorneys, there are minutes and organizational records, 1982-1993, of the Wisconsin District Attorneys Association.

Scope and Content Note: Files, 1976-1995, of three attorneys in the Legal Services Division. These files are a continuation of records received in earlier accessions. Division administrator Robert Selk's work is represented by chronologically-arranged correspondence and internal division level memoranda. The files of Matthew H. Frank and Douglas Haag document two assistant attorneys general who successively headed the Criminal Litigation and Antitrust Unit within the division. Frank's files continue the documentation of his leadership in the Wisconsin State Attorneys Association, Wisconsin State Bar Association, and Wisconsin District Attorneys Association. In addition, there are speeches, presentations, draft revisions of Attorney General opinions, and unit administration records. Haag's files are less extensive and consist primarily of situation reports and clippings on the Treaty Rights Spearfishing crisis. Also includes three tapes of recorded telephone conversations about the Lawrencia Bemeneck murder case sent to the department, unsolicited, by mail.

Scope and Content Note: Amicus curiae review files maintained by the division administrator, 1991-1997. Half of the accession consists of alphabetically-arranged files on the United States Supreme Court and other appeal court cases, some of which Wisconsin joined and some which it did not. These files include internal memoranda and notes, background information from the National Association of Attorneys General, and requests to the governor's legal counsel seeking permission to join the case. There is little information on individual cases once the decision had been made to join, and there are copies of the final amicus curiae briefs for only a few cases. There are also files about legal cases of other types that the department reviewed, but on which it took no action. Notable among these is State ex rel. Angela v. Kruzicki, in which the Wisconsin Supreme Court ruled on the state's right to detain a pregnant woman who was abusing drugs, and Chvala Campaign Committee v. Juneau County, which concerned free speech rights in campaign advertising. Also included are miscellaneous administrative subject files primarily documenting division personnel matters and the 1997 actions of the division's Legislative Committee.
