Kellogg introduces Donald Sikes of Milwaukee, head of Community Development Social Relations Commission, organization which coordinates poverty programs in Milwaukee. Sikes sees relationship between poverty and violence. Kellogg introduces Dr. Harold M. Rose, professor at University of Wisconsin--Milwaukee: most of people arrested during racial violence in Milwaukee in July 1967 were young people dissatisfied with lot in life, specifically with job opportunities.
