Scope and Content Note: Alphabetical subject files, speeches, and constituent correspondence, 1982-2002, of departmental secretaries Mark Bugher and Cate Zeuske. A few files pre-date their tenure. The subject files document numerous types of state taxes and tax credits, Wisconsin counties and municipalities, employers such as Cray Research, the lottery, the development of tax policy for computers and non-resident athletes, and input into the state budget on high-level policy issues. There are also files on several legal cases including the assessment of cranberry properties and the state taxes of federal employees living in Wisconsin. Negotiations about the construction and funding of Miller Park are well represented.
Access Restrictions: As received from the department, the constituent correspondence contained many letters about the taxes of individual citizens. This portion of the accession has been weeded because of its confidentiality, but material may have been overlooked. As a result, Box 10 should be considered confidential. Scope and Content Note: Correspondence and subject file, 1997-2000, of Department of Revenue Secretary Cate Zueske. This accession includes taxpayer files from individuals and businesses, subject files, correspondence with state representatives, and information regarding the 1995 Use Value Assessment law. The Use Value Assessment law which allows that farmland will be taxed on its ability to produce income from agricultural uses, rather than on its potential market value. Use Value Assessment files are made up of legislation regarding the rule, rule orders, drafts, research, briefs, hearings, previous related lawsuits, appeals, and legislative updates. Subject file topics include the Wisconsin Lottery, employee policies and training, unemployment benefits, tax programs and projects, tax exemption information, calendars of events, and documents and publications from state and private organizations such as the Institute of Certified Public Accountants and the Multistate Tax Commission. Correspondence with state representatives include inquiries, suggestions, concerns, and complaints regarding taxes, audits, mistreatment during audits, tax relief and the lottery.

Scope and Content Note: Subject files, 1997-2001, from the administration of Cate Zeuske (1996-2001) consisting of correspondence; proposals and reports; articles; and other supporting documents for the Wisconsin Tax Amnesty Program (1998), the Sales Tax Rebate (2000), and the Streamlined Sales Tax System (2000). The tax amnesty program was a limited-time program offering certain taxpayers an incentive to pay outstanding obligations owed to the Department of Revenue. During the program, the department could forgive a portion of outstanding obligations, or forgive penalties and reduce delinquent interest charges, in exchange for full and prompt payment of the remaining balance due. The streamlined sales tax system was organized in March 2000 to simplify and modernize sales and use tax collection and administration in the United States. The videotape contains an ad set to the tune of Hank Williams Jr.'s "Your Cheatin' Heart" and explains how tax amnesty works for those who qualify.
