Scope and Content Note

The chancellor is the chief administrative officer for the University of Wisconsin-Milwaukee (UWM) campus, and the collection documents the chancellor's responsibility for overseeing UWM's administrative offices, centers, colleges, and schools. The records concern topics such as accreditation, general policy issues, funding, new courses, organizational structure, plans for expansion, staffing, and other administrative affairs. The collection contains records from Chancellors J. Martin Klotsche (1956-1973); Werner Baum (1973-1979); Frank Horton (1980-1985); Clifford Smith (1986-1990); John Schroeder (1990-1998); Nancy Zimpher (1998-2003); Carlos Santiago (2004-2010); and Acting Chancellors Leon Schur (1979-1980); Norma Rees (1985-1986); and Michael Lovell (2010-2014). The few records predating UWM's founding in 1956 were created or compiled by Klotsche and consist largely of faculty memoranda and miscellaneous subject files from his tenure as president of the Wisconsin State College, Milwaukee.

The files contain copies of correspondence, reports, and background materials either created by the chancellors or sent to them by other offices. The files also contain agendas, minutes, and supporting materials from departmental and college or school standing or ad hoc committees. In many cases, correspondence between the chancellor and the deans or department heads found in the respective files also provides useful documentation.

The UWM units best documented in the collection include: Academic Affairs; Administrative Affairs; Athletics; the Center for Great Lakes Studies; College of Engineering and Applied Science; College of Letters & Science; Golda Meir Library; Graduate School; School of Allied Health Professions; School of Architecture and Urban Planning; School of Business Administration; School of Education; School of Fine Arts; School of Library and Information Science; School of Nursing; and School of Social Welfare.

The files of Interim Chancellor Schur can be found in the series of Baum records. The files of Interim Chancellor Rees can be found in the series of Horton records. The files of Interim Chancellor Lovell can be found in the series of Santiago records.

Boxes 135-137 contain memorabilia from Klotsche's tenure as president of the Wisconsin State College, Milwaukee, and as provost and chancellor at UWM.

The names of UWM units have changed over time, and the intermingling of formal and informal names is common. The finding aid uses the last most common name used during the chancellor's administration.

The records document the development of new courses and degrees; fund raising efforts; the construction and refurbishing of campus buildings; staffing and equipment needs; plans for future expansion; and efforts to streamline operations. The files contain copies of correspondence, reports, and background materials either created by the chancellors or sent to them from other offices. The files also contain agendas, minutes, and supporting materials from departmental and college or school standing or ad hoc committees. In many cases, correspondence between the chancellor and the deans or department heads found in the respective files also provide useful documentation.

The records of the Academic Deans' Council document the chancellor's involvement in general administrative concerns such as the budget, relevant decisions of the UW System Regents, and grading and salary policies.

The collection contains numerous files concerning affirmative action for minorities and women-on the UWM campus. The Affirmative Action files contain detailed correspondence and reports concerning the early development of hiring and retention plans. Extensive records concern relations with African American faculty, programs, and students. The collection contains large amounts of information about athletics at UWM. Materials can be found in the files on the Athletic Board; Athletic Development; Athletic Facilities; Athletics; Campus Facility Advisory Group for Physical Education, Athletics, and Recreation; Department of Intercollegiate Athletics; Grants in Aid for Athletes Project; Intercollegiate Athletics; National Association of Intercollegiate Athletics; National Collegiate Athletic Association; Physical Education, Athletics, and Recreation; Midwest Athletic Conference; Mid-Continent Conference; and the Urban University Athletic Conference.

In 1967-1968, Chancellor Klotsche served as director of the federally-funded Brazilian Higher Education Project. The Project was an effort to reform and set guidelines for Brazilian higher education. The collection contains Klotsche's extensive files on the Project, including his daily diary.

The correspondence files contain the chancellor's incoming and outgoing letters with individuals on and off campus, usually concerning general policy issues, funding, staffing, and other administrative concerns. The files also contain some copies of the correspondence of other University personnel pertaining to College operations. Some overlap exists of the correspondence, which can also be found in the files on committees, centers, departments, and programs.

Records concerning the planning and growth of UWM can be found in a variety of files. Details on various administrative offices, centers, colleges, departments, and schools can be found in the files under their respective names. In addition, more specialized files include the Academic Plan, Academic Planning Committee, Academic Program Planning, Ad Hoc Committee for the Evaluation of the Planning Process, Ad Hoc Committee on Long-Range Academic Planning, Annual Reports and Planning Documents, Campus Development Plan, Campus Plan Summary, Campus Plan Summary and Workbook, Campus Planning and Development, Campus Planning Committee, Community Advisory Committee on the UWM Master Plan, Department of Planning and Construction, Long Range Capital Development Plan, Physical Environment Committee Year 2000 Master Plan, Space Management Planning, and University Development.

The search and screen committee records contain unrestricted correspondence, publicity items, and reports documenting the hiring of UWM's upper administration. The files are found under the name of the individual office as well as under "search and screen committee..."

The collection also contains the chancellor's speeches, which concerned a wide variety of topics, including the status of the urban university, developments at UWM, and the role of higher education.

Information concerning campus Vietnam War protests are scattered throughout the records of the Klotsche administration, including files on ROTC Protest; Speeches, Klotsche, Campus Unrest; Student Demonstrations and Protests; Student Disturbances; Vietnam Moratorium; and Vietnam War Demonstrations.

As part of her commitment to establishing firmer ties to the greater Milwaukee community, Nancy Zimpher launched a number of outreach initiatives, perhaps best embodied by the "Milwaukee Idea." Files related to this can be found under headings in the Subject Files related to the Bradley School of Technology and Trade/Bradley Tech, Milwaukee Partnership Academy, and TechStar, to name only the major groupings. Some further files relating to this outreach initiative can be found in the records of her successor, Chancellor Santiago.

In addition to these community outreach files, Chancellor Santiago's Subject Files are quite diverse, but with an overall emphasis on internal development, as he worked to develop and refine the academics and facilities of the University of Wisconsin-Milwaukee.

The Events Files contain information regarding public appearances made by the Chancellor in both internal and external venues. Some examples of internal venues include Convocation and Commencement, WUWM Chancellor's Report, and Faculty Senate meetings. Some examples of external venues include the Distinguished Lectures series, speaking engagements for organizations such as the Epilepsy Foundation of SE Wisconsin and the National Latino Peace Officers, and the United Council Women's Leadership Conference. These files usually contain a brief summary of the events in question, the speeches given by the Chancellor at the event, and copies of any presentation made.
