Biography/History

The Madison Area Peace Action Council (MAPAC) was formed at a meeting held September 16, 1969, in response to a call from the New Mobilization Committee in Washington for groups to sponsor local moratorium activities protesting the Vietnam War. It was a coalition of more than 50 member organizations which supported the immediate withdrawal of U. S. troops from Vietnam and the determination of Vietnam's future by the Vietnamese. Activities went beyond sponsoring the moratorium and included supplying speakers, organizing local rallies and marches, participating in national marches and meetings, and sponsoring educational films, talks and hearings. All events centered on protesting the war and related activities. MAPAC gradually became less active after the spring of 1973.

Scope and Content Note

The collection consists of organizational papers, fragmentary files of minutes and correspondence, committee reports, financial records, mailings, publicity materials, and clippings. Also included are miscellaneous leaflets distributed both by MAPAC and by other anti-war organizations. The clippings indicate the scope of MAPAC's activities; however, many of these activities are not documented elsewhere in the collection. The records for 1969, the latter half of 1971, and 1972, are particularly sparse. Many of the organization's records reflect the involvement of one of its founders, Patrick M. Quinn, who was active in the publicity committee, and who also organized the April 18, 1970, statewide anti-war march. Quinn was also an organizer of the 1970 and 1973 Memorial Day marches; because of his work with MAPAC, material from his papers (Mss 510) which deals particularly with the three marches, has been copied and integrated into the file, MAPAC Sponsored Events. It is probable that the many MAPAC papers annotated in colored marker were so marked by Quinn; such was typically his trademark.

The Organizational Papers include MAPAC by-laws, resolutions, policy statements and lists of steering committee members. Mailings to Members consists of announcements of meetings, as well as summaries of steering committee and general membership meetings, which supplement the minutes through June 1971. The minutes themselves are fragmentary from December 1970 to May 1973.

The Publicity Committee File contains press releases, statements, drafts of leaflets and statements, and minutes of meetings for 1969. Both the file on Committee Reports and on Financial Records contain very little material; the former includes a single report of each of the rally, long-range planning, and moratorium committees, and the latter, several items concerning MAPAC expenses and receipts.
