Abstract:
Collection contains records created by the University of Wisconsin-Milwaukee (UWM) participants in the Wisconsin Native American Languages Project (WNALP), an effort to teach Native-American children and adults the native languages and traditions of the Menominee, Ojibwe, Oneida, Potawatomi, and Ho-Chunk. The collection includes audio recordings, alphabet and syllable books, handouts, self-tests, songs, stories, student cards, and writing and reading lessons, and worksheets. For each language, there are lexicons or vocabularies. The vocabularies are presented in a bi-lingual format on note cards. The largest group of materials can be found for the Menominee and Ojibwe languages. The Menominee and Ho-Chunk records include the notebooks of Ken Miner, a Menominee linguistic specialist hired by the University of Wisconsin-Milwaukee as part of a sub-contract made with the Great Lakes Inter-Tribal Council. The Menominee records include a complete copy of Leonard Bloomfield's lexicon, as well indexes to his work.

The collection contains audio recordings created as part of the project. Most of the tapes are recordings of Menominee, Ojibwe, Oneida, and Ho-Chunk words and phrases. Some tapes include complete stories or conversations of the speakers. English translations are provided on many, but not all, of the tapes.

Biography/History

The WNALP was originally called the Pilot Linguistics Project in Native American Languages in Wisconsin. It was an educational project under the auspices of the Great Lakes Inter-Tribal Council (GLITC), funded under Title IV of the Indian Education Act. The GLITC Education Committee established general policies of the project. The Native American Languages Studies Program at the University of Wisconsin-Milwaukee actually carried out the operations through a sub-contract with the GLITC.

The main goal of the project was to further linguistic analysis of the languages indigenous to the region, and to foster an exchange between linguists and speakers of these languages. The project was originally organized around four language groups: Menominee, Ojibwe (Chippewa), Oneida, and Potawatomi; Ho-Chunk was later added. Twelve native speakers were hired as language resource consultants, working with a staff linguist in analyzing grammatical aspects of the languages and in preparing written and recorded sound materials.

The project was carried out in three phases:

  • Phase I, 1973-1974
  • Phase II, 1974-1975
  • Phase III, 1974-1975

Scope and Content Note

This collection contains records created by the University of Wisconsin-Milwaukee (UWM) participants in the Wisconsin Native American Languages Project (WNALP), an effort to create culturally relevant curriculum for Ho-Chunk, Menominee, Ojibwe, Oneida and Potawatomi children and adults. Most of the records are curriculum and include instructional materials, lexicons and vocabularies, and audio recordings. Several of the languages were referred to by names common in the 1970s such as "Ojibwa," "Chippewa," and "Winnebago." In some cases there are variant spellings. The finding aid uses the term found on the records in the individual folders. When possible these have been corrected to the term used currently by each nation.

Access Restrictions

Researchers must use the digital access copies of the Menominee, Ojibwe, Oneida, Potawatomi, and Ho-Chunk recordings. Access copies are available as .mp3 files. Citizens of the Oneida, Ojibwa, Ho-Chunk, Menominee and Potawatomi nations and their descendants may have access to the files. Others may request to use the files per an agreement with the Great Lakes Inter-Tribal Council.


Use Restrictions

The Great Lakes Inter-Tribal Council owns the copyright to the collection. No documents or tapes may be copied without the written permission of the GLITC or its designated representative . At the time of this writing (December 2004), the UWM Libraries' Archives Department head serves as curator of the copyright held by the GLITC in this collection. The researcher assumes full responsibility for conforming with the laws of libel, privacy, and copyright which may be involved in the use of any part of this collection (Wisconsin Statutes 19.21-19.39).


Custodial History

In 1976, complete sets of all WNALP materials were delivered by William Cook to the GLITC office at Lac du Flambeau and the Department of Public Instruction. An additional complete set was retained by UW-Milwaukee. Additionally, Cook delivered a complete set of each language series to the relevant tribual offices. By 1979, all parties had apparently lost all or parts of their sets, leaving the collection at UW-Milwaukee the extant copy. In March 1981, this collection was transferred from the UW-Milwaukee Native American Studies Program office to the Golda Meir Library. In partnership with The Electa Quinney Institute for American Indian Education each nation continues to work with these materials and retains a copy in their local tribal archives.


Acquisition Information

John Boatman, coordinator of the UW-Milwaukee Native American Studies Program, transferred the first accession in March 1981, and a second accession in March 1992.


Processing Information

Tim Spindler and Mark A. Vargas processed the collection at the Archives in January-March 1992.


Preservation Information

The audio recordings were digitized by Safe Sound Archive in Philadelphia in 2008. Preservation master files were created as 44.1 kHz/24-bit resolution .wav files. Access copies were created as CD-R and 44 kHz/96 kbps bit resolution .mp3 files.


Deaccession Information

Cassette 62, a duplicate of cassette 61, was removed from the collection on August 15, 2008. Audio reels 89 and 90, which duplicated reels 74 and 81, were also removed from the collection in August 2008.

Scope and Content Note: This series contains records pertaining to the specific Native languages and is arranged alphabetically by language name. The largest group of materials can be found for the Menominee and Ojibwe languages. Many of the records consists of teaching materials, including alphabet and syllable books, handouts, language supplement books, self-tests, writing practice lessons, workshop lessons, songs, and stories. The series also includes student cards, which provide the name of the student, tribe, parent's tribe, grade level, age, Native speakers in household and their relation to the student. For each language, there are lexicons or vocabularies. The vocabularies, which contain the English and Native American words, are on note cards. The Menominee and Ho-Chunk records include Ken Miner's notebooks (photocopied) on the languages. Miner was a Menominee linguistic specialist hired by UWM as part of a sub-contract made with the GLITC. The Menominee records include a complete copy of Leonard Bloomfield's lexicon, as well as indexes to his work.

Series: Audio Recordings
Scope and Content Note: This series contains 132 separate Wisconsin Native American language recordings. Most consist of Menominee, Ojibwe, Oneida, and Ho-Chunk words and phrases. Some recordings include complete stories or conversations of the speakers. English translations are provided on many, but not all, of the recordings. A few miscellaneous recordings not pertaining to any particular language are found also included in the collection. The original collection lacked a coherent original order, and many tapes were numbered in multiple and conflicting ways. To improve arrangement of the collection, the Archives renumbered all items according to a single numerical sequence.

The collection inventory is based on several lists created by the WNALP. The original notes about the quality of the recordings and instructional usefulness were also transcribed into this finding aid. Whenever possible, the counter number, which notes the location of information on the tapes, is provided within parentheses. The tapes were recorded at different speeds, which is usually provided either on the tape itself or in the index.
Access Restrictions: Researchers must use the digital access copies of the Menominee, Ojibwe, Oneida, Potawotami, and Ho-Chunk recordings. Access copies are available as CD-Rs or .mp3 files. Filenames correspond to portions of the original audio numbers assigned by the Archives (e.g. the recording originally found on the tape labeled "Audio 4" appears as "4_01.mp3" and "4_02.mp3").
