The Minnesota Folk Arts Program (Philip Nusbaum) Collection primarily contains photographic images, video, and sound recordings of well over 350 Minnesota folk artists and traditional musicians that resulted from John Berquist's and mainly Philip Nusbaum's tenure as Folk Arts Program associates at the Minnesota State Arts Board (1983-2003). Reaching back to 1959 and including collaborations with numerous folklorists in the region, materials relate to the Minnesota Traditional Music Series of commercial recordings, Minnesota Folk Arts radio shows, folk artist directories, apprenticeship and folklore sponsorship grant programs, festival demonstrations and performances, and teaching programs. Minnesota's diverse ethnic make-up is especially featured, including indigenous Ojibwas and older and newer immigrant groups from North and Central America, northern, western, and eastern Europe, the Mediterranean and Middle East, Africa, and Asia. Besides an emphasis on musical traditions from bluegrass to polka, Ojibwa to Norwegian-American, Latino, African-American, Hmong-American, and Slovenian-American, artistic expressions range widely and include diverse basket-making, beadwork, needlework, papercutting, painting, and woodcarving traditions, some related to regional occupational, recreational, and subsistence pursuits like farming, icefishing, and wildricing. Manuscripts are in English. Sound recordings are chiefly in English, German, Norwegian, Ojibwa, or Spanish, but a variety of other languages such as Czech, Finnish, Hmong, Slovenian, and Yiddish are also represented in musical lyrics.

Program History
The Minnesota State Arts Board obtained National Endowment for the Arts funding for a Folk Arts Program Associate position beginning in 1983. John Berquist first served in the position (1984-1985); Philip Nusbaum followed in March 1986, and held it until July 2003. Their enduring expertise and interests in traditional music shaped many of MSAB's documentary folk arts projects.
During his tenure, Nusbaum spearheaded the state's traditional artist apprenticeship program and, also with National Endowment for the Arts support, produced Minnesota Folk Arts radio programs, teacher institutes, festivals, a folk artists directory, and commercial recording projects that highlighted Minnesota folk culture. Through five major documentary projects and collaborations with “radio guy” Gordon Abel, Wayne Gannaway, gospel musician and teacher Judy Henderson, folklorist James P. Leary, anthropologist Maya López-Santamaría, ethnomusicologist Tom Vennum, and others, Nusbaum produced a five-LP Minnesota Traditional Music Series. Jointly sponsored by the Arts Board and the Minnesota Historical Society, the series featured Norwegian-American, Ojibwa, Latino, African-American and polka musical traditions in the state. The project documentation also enriched Nusbaum's other MSAB folk arts programming.
Nusbaum also published scholarly and popular articles that drew from the MSAB folk arts documentation he coordinated, on topics ranging from Minnesota bluegrass and Norwegian-American musical traditions to spear-fishing decoys and the contemporary culture of Vietnam veterans. Involved in radio show programming--since he was a student, at CCNY in New York City, at WFIU in Bloomington, Indiana, and then from 1977-1986 at KUNI-FM, an Iowa Public Radio affiliate in Cedar Rapids, Iowa--Nusbaum continued to feature the region's bluegrass musicians as host of Bluegrass Saturday Morning on KBEM-FM in Minneapolis (1993- ) and his syndicated weekly one-hour bluegrass radio show called the Bluegrass Review (2003- ).
Scope and Content Note
The Minnesota Folk Arts Program (Philip Nusbaum) Collection primarily includes photographic images and sound and video recordings that emerged from John Berquist's and Philip Nusbaum's documentary work during their tenures as Folk Arts Program associates at the Minnesota State Arts Board. Projects and programs represented include the Minnesota Traditional Music Series of commercial recordings, Minnesota Folk Arts radio shows, folk artist directories, the apprenticeship and folklore sponsorship programs, festival demonstrations and performances, and teaching programs.
The collection is loosely organized by media format, and each media type is arranged chronologically by project. The Minnesota State Arts Board Folk Arts Program administrative records that are housed at the Minnesota Historical Society contain correspondence, grant budgets, and contracts that relate to the folk arts apprenticeship program, folk arts sponsorship and folk arts apprenticeship grant applications, folk artist directories, and Minnesota State Fair demonstrations.
The only manuscript materials in the Minnesota Folk Arts Program (Philip Nusbaum) Collection include 55 subject files of Minnesota Folk Arts radio module scripts and related notes. The 26 4-and-a-half-minute modules of Minnesota Folk Arts aired on about a dozen Minnesota stations in approximately 1987-1988.
The large and varied collection of images documents hundreds of Minnesota traditional artistic expressions and artists including the state's National Heritage Fellows Bounxou Chanthraphone, Paul Dahlin, Christy Hengel, Maude Kegg, and Leif Melgaard, and Vesterheim Gold Medalist rosemalers Karen Jenson, Trudy Peach, and Addie Pittlekow. The 35 mm color slides are organized in three-ring binders by project and in most cases include inventories. They primarily represent participants in the folk arts apprenticeship program and, to a lesser extent, festivals ranging from the Minnesota State Fair to the Festival of Nations to the Syttende Mai celebration in Spring Grove, Minnesota.
Sound recordings include interviews and musical performances from the 1980s through the 1990s that relate chiefly to the Minnesota Folk Arts radio programs and the Minnesota Traditional Music Series of commercial recordings. Audiocassettes used to create the Minnesota Folk Arts radio modules and the Norwegian-American LP project mainly record artist interviews. John Berquist's collection includes 26 audiocassettes, mostly of Croatian and Slovenian button box field recordings from the Mesabi Range in 1984. DATs record mostly live performances from the 1998 Minnesota Folk Festival and Finn Fest. Wayne Gannaway's 1999 fieldwork recordings have corresponding photographs.
The Beta videocassette tapes are field recordings made in 1987-1988 primarily for the Minnesota Musical Traditions Series, including digital masters from the Norwegian-American, Ojibwa, and Mexican LPs. National Heritage Fellowship Award winner Christy Hengel, a German-American concertina maker from New Ulm, Minnesota, is featured on one tape. Nusbaum has characterized the recording quality as “a bit grainy.” The Beta videocassette tapes are presently unviewable as no player has yet been located that will produce a useable signal from them. The VHS tapes in the collection document a variety of performers and events.
Appendix II of this collection guide contains an index to many of the people, events, locations, and subjects that are documented in this collection. However the index is not exhaustive and undoubtedly other performers and topics are represented in this collection as well.

Provenance
Philip Nusbaum donated this collection, with the approval of the Minnesota State Arts Board, to the Center for the Study of Upper Midwestern Cultures in July 2003 upon leaving his position with the Minnesota State Arts Board and not finding an appropriate Minnesota repository. A deed of gift form is on file. The collection was transferred to the University of Wisconsin-Madison Archives in 2008.
Processing Information
Nicole Saylor completed a collection inventory and draft guide in June 2005. Anna Rue processed the collection in June 2007 under the guidance of Karen J. Baumann, and Mary Hoefferle and Karen Baumann then edited a new draft of the collection inventory. Anna Rue, under the supervision of James P. Leary, provided further detailed description for collection content and program history, and submitted an updated collection inventory. Karen J. Baumann and Janet C. Gilmore refined the guide into its final form.
