The municipalities involved receive sewerage services from MMSD, but they are located outside MMSD's statutory boundaries. MMSD attempted to change from a usage based formula to a property value based formula.

Of more general interest is a case successfully brought by Wisconsin Power and Light against the PSC after the commission ordered a lump sum penalty paid to ratepayers because of imprudent management. One commission case, 98-CV-682, apparently not appealed to court, concerns a dispute between the Eau Claire Electric Cooperative and Northern States Power Company concerning extension of lines.
