Lampman interviewed (professor of economics at University of Wisconsin): black unemployment is twice the rate as in white communities. Kellogg introduces segment with Douglas C. Wieford, head of Department of Local Affairs and Development: blacks need self-determination, the ability to participate in policy decisions that affect their lives. Kellogg introduces Joseph C.
