Scope and Content Note

Papers, 1970-1977, of Elaine Keller relating to her work with the Wisconsin Association of Retarded Children (WARC), a Wisconsin non-profit organization devoted to passing the Bill of Rights for Handicapped Children (Senate Bill 185), a bill the organization believed necessary to integrate children with developmental disabilities into public school systems. The papers consist of the drafts, proposed changes, and amendments to the bill provided by various committee members prior to its passage. Also included are news clippings on the Bill of Rights' passage, WARC bulletins, memos, parent training manuals, and correspondence, as well as materials documenting Keller's work with the Milwaukee Public Schools' implementation of the new law.
