The budget files include narrative and statistical analyses prepared by budget analysts, reports, notes and briefing materials relating to the formulation of the budget and budget adjustment bills, and recommendations regarding vetoes. The subject files concern issues related to the budget such as property taxes, compensation and health insurance for state employees, the CARES database developed by the Department of Health and Social Services, the Hill Farms and Wilson Street Regional Computer Centers, a management efficiency study of the Department of Natural Resources (DNR), and Governor Thompson's “Northern Wisconsin Initiative.” Organizations with budget concerns such as the Wisconsin Counties Association and Competitive Wisconsin, Inc., are also prominent.

The files primarily date from 1997 to 1999. Included in Chandler's files are alphabetical correspondence, 1998, with state agencies and individuals; and files documenting reductions in the 1995-1997 budget, Green Bay Packers and Milwaukee Brewers stadium issues, state employee retirement, the state bond rating, and a 1999 land purchase from the Stewardship Fund. Additional files document the monitoring of litigation that involved state finances such as repercussions of the Special Investment Performance Dividend paid to certain state retirees. Montgomery's files include his notes and extensive prepared testimonies presented at statewide hearings for the 1997-1999 budget. Few files for either Chandler or Montgomery concern internal management of the division.
