Scope and Content Note

The administrative records are organized into nine series: BACKGROUND MATERIALS, MEETING MINUTES, CORRESPONDENCE, COMMITTEE RECORDS, FINANCIAL RECORDS, LOCAL MEETINGS, ORGANIZATIONS, PERSONNEL, and OUTREACH AND ACTIVITIES. The bulk of the collection documents the activities of the Commission during the 1970s, although minutes of meetings are available from 1964 to 1979. Many of the files are incomplete and fragmentary. Committee records are very fragmentary, primarily concentrated in the 1970s. The most complete files of the Commission are found in the OUTREACH AND ACTIVITIES series. These files contain drafts of published works as well as submissions from members and the public, which were never published.

The BACKGROUND FILES, 1963-1978, include a general file which documents the formation of the commission, its goals, and its concerns and functions and a file of news clippings relating to the Governor's Commission and to the Women's Movement. A more substantial, cataloged collection of news clippings entitled “News Record of Wisconsin, The Governor's Commission on the Status of Women” can be found in the State Historical Society of Wisconsin Library.

The MEETING MINUTES, 1964-1979, consist of minutes and agendas of the commission, committee reports, resolutions, memoranda, and drafts of bills discussed at meetings. The files are arranged chronologically, with the years between 1971-1979 offering the most complete documentation.

CORRESPONDENCE, 1966-1979, consists of incoming and outgoing correspondence between the commission and members of Congress, various organizations, and the general public. Correspondence with legislators shows the lobbying efforts to change laws concerning domestic violence, ERA ratification, and the lack of women in the judicial system. Much of the correspondence with Wisconsin's governors involves the commission's recommendations for gubernatorial appointments. Material for the early years of the commission is extremely fragmentary.

The COMMITTEE RECORDS, 1965-1979, consist of agendas, correspondence, minutes, and reports. Arranged alphabetically by committee name, these files include findings and reports used in the committees' outreach and lobbying efforts. Reports and findings of the committees were often published, some of which may be found in the State Historical Society of Wisconsin Library. Drafts and other material relating to these publications can be found in the outreach and activities sub-series. Some reports considered at full commission meetings are filed in the minutes of meetings.

FINANCIAL RECORDS, 1974-1981, consist of biennial budget requests and operating budgets. The biennial requests were submitted to the Department of Administration to cover debts incurred and projected expenses. The operating budgets summarizing expenditures are extremely fragmentary.

ORGANIZATIONS files, 1969-1979, consist of agendas, rosters, correspondence, and speeches made at meetings and conferences. These materials illustrate the interaction between the Wisconsin commission and various national organizations. The records includes files of the Association of Executive Directors, the Interstate Association of Commissions on the Status of Women, and the National Commission on the Observance of International Woman's Year. The files are arranged alphabetically by organization and chronologically thereunder.

The PERSONNEL files, 1964-1979, contain correspondence, job descriptions and criteria for employment, membership files, and résumés. The records are divided into files of general material, appointments, the executive secretary position, and members. The appointment files are of special interest, documenting the Commission's efforts to lobby the Governor's Office to appoint specific individuals to the Commission and to vacancies in other appointed positions. The membership files cover the entire span of the Commission's existence. Files within this sub-division are arranged in alphabetical order.

The OUTREACH AND ACTIVITIES files are divided into Distribution, Publications, Publicity, Resolutions, Speeches, and Studies. The Distribution file (1971-1978) consists of articles, reports, speeches, and press releases collected by the commission and then distributed to members, lobbyists, and the many individuals who requested information on a variety of issues. The Publications file consists of background material, correspondence pertaining to publication production and distribution), and drafts of publications produced by the commission. Several drafts and submissions for publication which were not published will also be found in these files. Many of the commission's published materials can be found in the State Historical Society of Wisconsin Library. The speeches found in this file were given by commission members on a variety of topics of concern to women at annual conferences, meetings, and other occasions at which commission members were asked to participate.

Scope and Content Note

Files from a two-year research project which assessed the impact of federally-funded employment programs on Wisconsin women, compared services received by men and women in federally-funded Comprehensive Employment and Training Act (CETA) programs, and developed recommendations to improve programs for unemployed and low-income women.

This and the next two parts (Series 1968 and Series 1969) document the CETA and Wisconsin Women Research Project. The records in this part include introductory materials noting the objectives of the Title I research and providing an overview of the research methodology. The main component of the records is interviews with and quarterly reports from the Prime Sponsors and CETA program operators in Wisconsin. These records provide information on eligibility requirements, target groups, numbers of individuals participating, program operation, availability of supportive services, outreach methods, and job placement efforts. While information is available on all ten Prime Sponsors of Title I programs, there are records on Title II and Title VI programs for only the five Prime Sponsors studied and three of the Area Manpower Planning Districts. (See contents list for those studied.) In addition, there is information on several of the special CETA projects designed to assist women. The majority of the information documents CETA operations in fiscal year 1977.

Scope and Content Note: Completed questionnaires of 121 former CETA Title I participants in response to a telephone survey on their CETA experiences and detailing their recommendations for changing CETA programs. Typically, the questionnaires also include an assessment of the respondent by the interviewer. Besides the questionnaires, there is a preliminary detailed report on the information received from the individuals responding to the survey.

Comprising this part are seven machine-readable data files containing information on CETA participants and programs in Wisconsin. The first phase of the research project involved the collection of data on a 10% random sample of fiscal year 1977 Title I terminations in five of the ten Prime Sponsors. These five Prime Sponsors include the Madison/Dane County Consortium, Marathon County, Milwaukee County, Outagamie County, and the Winnebago/Fond du Lac Counties Consortium.Data was collected from intake and termination records of 578 former CETA participants. Information includes pre-CETA demographic characteristics, economic status, and employment history; CETA activities, training, and employment; and post-CETA employment. To supplement the basic data, an attempt was made to conduct a telephone survey of all CETA participants in the 10% random sample. A total of 121 individuals were interviewed about their employment experiences before, during, and after CETA; the supportive services they received under CETA: their attitudes toward non-traditional employment and toward work in general; and their recommendations for improving CETA (see Series 1968). To evaluate CETA On-the-Job Training (OJT) programs, additional information, such as occupation, industry, starting wage, and duration of employment, was collected from 264 OJT contractors in the five Prime Sponsors studied.

During the second phase of the research project, Public Service Employment (PSE) programs funded by CETA Titles II and VI were examined in the same five Prime Sponsors, as well as the North Central, the Southern, and the Western Area Manpower Planning Districts (AMPD). The 10% random sample of fiscal year 1977 participants (361 individuals) includes 217 individuals in the PSE data sample and IAA participants from the three AMPDs of the eligible applicants who were not hired in PSE jobs in the Madison/Dane County Consortium, Outagamie County, and the Winnebago/Fond du Lac Counties Consortium. Besides conventional CETA programs, two special employment projects directed at eligible women were studied. Information was collected on a random sample of 71 participants of the Skilled Jobs for Women, Inc. program in Madison and the Marathon County Women's Employment Opportunity Program.

Archivist's Processing Notes: Several logical records from each data file were compared to the record layout and coding scheme.The information in the data files seemed to be consistent with the documentation. For the Title I data file, there is special coding for columns 161-197 for individuals who transferred from one CETA program to another. Additionally, in the Balance of State (BOS) data file, those individuals who participated in a public service employment program but first terminated during the first half of fiscal year 1978 have special coding in columns 1-80.
