Scope and Content Note

The papers of the Original Collection are a rich and rewarding source for the study of three portions of John Gronouski's multi-faceted public career. Included in the collection are correspondence, memoranda, reports, policy papers, speeches, special assistants' files, press materials, and clippings pertaining to Gronouski's tenure as postmaster general, his service as ambassador to Poland, and his work for United Democrats for Humphrey. Informants at the National Archives and the Post Office Records Office suggest that the Gronouski files contain documentation on postal history of the early 1960s that is superior in quality to the files in their custody. The diplomatic files contain only material which was unclassified, but they are, nevertheless, of interest for students of Polish-American relations. Finally, the Humphrey campaign files provide detail to supplement the files of the former vice-president at the Minnesota Historical Society.

Five series constitute the Post Office files, which include correspondence and memoranda, reports, policy papers, speeches, special assistants' files, and press material. The CORRESPONDENCE series is organized into three related groups of outgoing chronological correspondence. The general files which cover only 1964 include letters signed by Gronouski and several of his assistants and deputies. Two files maintained by Gronouski's secretary Norma Eroen (later Kitzman) cover a longer time span and focus more directly on the postmaster's own correspondence. Within the correspondence there is also an alphabetical subject file containing incoming and outgoing mail. Among the diverse materials filed here are Gronouski's handwritten notes on Cabinet meetings and information on relations with the White House and issues such as implementation of the ZIP code, application of various labor saving devices, and relations with organizations of postal users and postal employees. Similar material concerning the work of various Post Office bureaus is organized within the correspondence as departmental files. These files contain extensive material on budgeting, relations with congressional committees, local post office problems and issues, transportation, and relations with personnel and various organizations of postal employees.

The REPORTS series contains a large selection of material filed alphabetically by key word. Although many are present in print or near-print form, all of the reports have been retained as part of the archival collection and not removed to the Library's government documents section because of their limited circulation within the Post Office Dept.. They range in coverage from management studies to numerous types of weekly reports of departmental activity prepared for the White House. POSITION PAPERS consists of informational material pertinent to Post Office management collected for the postmaster general by his staff.

PRESS AND PUBLIC RELATIONS contains a very complete file of reading copies of Gronouski's numerous official and political speeches, statements before congressional committees, transcriptions of press conferences, and sound recordings of several of these items. Also included are film and sound recordings of public service announcements in which Gronouski appeared concerning the ZIP code, Christmas mailing, and the Postal Efficiency Program. The section also contains a numbered series of general and philatelic press releases issued by the department.

The SPECIAL ASSISTANTS' FILES relate to the work of James Kelleher and James Kapenstein, top aides to Day and Gronouski (respectively). Included is a chronological file of outgoing correspondence (1964 only), incoming and outgoing correspondence arranged alphabetically by name, and an alphabetical subject file. Both of the latter two categories cover the period 1961-1965. In addition, because Kapenstein was responsible for making arrangements for Gronouski's public speaking engagements, there is a file of the postmaster's schedules, travel correspondence arranged chronologically by engagement date, and many reports on local post office conditions. Of special note is information on Gronouski's official visit to Poland in 1964. Because much of Gronouski's public speaking was to Polish American organizations, Kapenstein's subject files contain an extensive file on Walter Zachariasiewicz, then of the All Americas Council of the Democratic National Committee. In addition, the files cover the full range of issues pertinent to departmental history of the period.

The POLISH FILES consist primarily of Gronouski's unclassified diplomatic correspondence. This material is arranged as a chronological file of the ambassador's outgoing letters and an alphabetical file of incoming and outgoing correspondence arranged by name. Also incluerial is arranged as a chronological file of the ambassador's outgoing letters and an alphabetical file of incoming and outgoing correspondence arranged by name. Also included in the latter file are a few items pertaining to several embassy offices. While the unclassified nature of the file precluded the filing of top-level diplomatic material, there is much important supplementary material in letters to friends, other diplomats, legislators, and representatives of various Polish-American groups on the views and attitudes of the ambassador. The correspondence exchanged with the Polish-American community is extensive and contains important information on the views of this population toward Polish-American relations. Routine correspondence in the diplomatic file concerns visas, foreign visitors, and diplomatic entertaining. Also in this section are the ambassador's desk calendars, speeches and public statements, and some personal and diplomatic financial records. The section is supplemented by an extensive file of translations from the Polish-American press supplied to Gronouski by Walter Zachariasiewicz and by two cartons of the weekly Polish News Bulletins, indexed abstracts of the Polish press prepared by the U.S. embassy staff. These have been retained although they cover only a relatively short period of time because State Department informants suggested that such documents are weeded from official diplomatic records before shipment to Washington, D.C.

The UNITED DEMOCRATS FOR HUMPHREY FILES include correspondence and memoranda of various UDH staff and members of other Humphrey presidential campaign organizations, press material, schedules, Gronouski speeches, and further clippings from Zachariasiewicz from the Polish-American press concerning the 1968 campaign. Correspondents here include Hubert Humphrey and Lawrence O'Brien.

The MISCELLANY consists of biographical clippings (available only on microfilm), congratulatory letters (also on film), miscellaneous correspondence and writings pertaining to Gronouski's work as tax commissioner, and a commemorative stamp collection. The stamp collection, which includes commemorative stamp ceremony programs and first day cancellations issued while Gronouski was postmaster general and a few other miscellaneous items, may be used only under the supervision of the Society's reference archivist.
