philosophy was to provide part-time education to meet the needs
of those young people and adults who, for economic or other
reasons, could not satisfactorily be served by the full-time schools.
In the half century since then, the vocational and adult schools
have operated in accordance with this philosophy, reacting swift-
ly to meet changing educational needs as times-and people's
  Organization. The board created by the Legislature is auton-
omous. It consists of 11 members, 2 being members by virtue of
the office they hold. The Governor appoints the other 9, 3 each
from farming, labor, and management. The ex officio members
are the State Superintendent of Public Instruction and a member
of the Industrial Commission, or their representatives.
   The board employs a director and state staff to carry out its
policies in the development and supervision of programs in voca-
tional, technical, and adult education in the 62 local vocational
schools in the state.
   The state staff includes specialists who work with the local
schools in fields of trade and industrial education, business and
distributive education, guidance and adult education, and with
high schools with programs in vocational agriculture and vocation-
al homemaking. There is also a rehabilitation division with 8 local
offices in the state, having the responsibility for providing voca-
tional training and education for the physically and mentally
   Local Boards. State statutes provide that each city and village
of 5,000 population or more shall appoint a local board of voca-
tional and adult education; and that smaller municipalities may,
with state board approval, appoint such boards. Although in most
cases in the past, such boards were established by the cities, with
district boundaries the same as the city boundaries, recent legis-
lation enables local areas to create, under certain conditions, vo-
cational school districts with area coterminous with a school dis-
trict or a whole county or larger, if this will better serve the
people's needs and desires. Statutes provide that local vocational
boards will be appointed by the local board of education; and after
appointment, become autonomous. Boards consist of 4 citizen
members-2 employers and 2 employes-plus the local superin-
tendent of schools (or high school principal or director of the
school board if there is no superintendent). In vocational school
districts which include rural farming areas, the board must be
enlarged to include 2 active farmers.
   To finance the school, the local district is empowered to levy
 a tax of up to 2 mills on the assessed valuation of the district to
 pay the local share of support. Additionally, state aid, in the
 amount of $1,785,000 is apportioned to the local schools for pro-
 grams approved by the state board (no state aid being paid for
 classes of social or recreational nature). Federal aids totaling
