the Governor appointed at the request of the survey committee 2
subcommittees to work in specific fields. Two reports were issued:
Report on Food and Feed Additives and Pesticides, 1960; and Rela-
tion of Chemicals to Forestry and Wildlife for the State of Wisconsin,
1961.
          Children and Youth, Governor's Committee on
Officers: MRS. KARL L. KLEINPELL, chairman; FRED HOLT, vice chair-
    man; MRS. GERALD MOORE, recording secretary; MRS. CARL J. NEESS,
    corresponding secretary; STUART B. CRAWFORD, treasurer. Mem-
    bers from the state agency advisory committee: ELIZABETH BURR,
    MAX J. HAYS, RICHARD W. WHINFIELD.
Staff Co-ordinator: MARY JULIA DENTON.
Committee Office: 385 State Office Bldg.
   Originally appointed in 1948 to follow up the White House
Conference on Children and Youth, this committee works to pro-
mote the study of the needs of youth, to encourage action to meet
those needs, to help co-ordinate services to children and youth, and
to provide information to the public.
   There are 30 members on the committee; 27 are appointed by
the Governor for 3-year terms and 3 members are elected from the
state agency advisory committee (an advisory body made up of
representatives of 10 state agencies).
   The committee meets at least 4 times a year, reports annually
to the Governor, and sponsors an annual conference.
                   Civil Defense Council, Rural
Members: HENRY L. AHLGREN, chairman; D. C. AEBISCHER, MRS. MAR-
    GARET C. BROWNE, DONALD V. JENSEN, DONALD N. McDOWELL, LoUIs
    M. SASMAN.
    This committee was appointed June 29, 1960, to help in civil
 defense planning in rural areas.
        Constitutional Revision, Governor's Commission on
 Members: G. BURGESS ELA, cochairman; THOMAS E. FAIRCHILD, cochair-
    man; DAVID FELLMAN, secretary; Lucius J. BARKER, MRS. MARSHALL
    BEAUGRAND, JOHN WILLIAMN CALHOUN, IRVIN B. CHARNE, JOHN
    CONWAY, RICHARD J. GOULD, WILLARD HURST, JOHN W. REYNOLDS,
    REYNOLDS C. SEITZ, EDWARD H. SNYDER, HERBERT TERWILLIGER,
    THOMAS N. TUTTLE.
    This committee was named by the Governor, April 26, 1960, to
 make recommendations as to the need and the desirability of
 revising the Constitution. The committee was also directed to
 recommend the best method of achieving constitutional revision if
 it is found necessary. Issued the "Report of the Governor's Com-
 mission on Constitutional Revision," December 16, 1960.
