   If it were customary to dedicate these volumes, we would
dedicate this edition to Mrs. Hazel Kuehn who carried the
real responsibility for the editorial work for many years before
her retirement. We hope that this edition lives up to the
quality of the prior editions.
   The preparation of the Blue Book is a co-operative venture,
possible only through the combined efforts of staff members
of the many state agencies, the Printing Division of the Bureau
of General Services, and the staff of the Legislative Reference
Library. This edition represents, to a greater extent than
ever before, the combined labors of various members of the
Legislative Reference Library staff and contains a variety of
minor innovations intended to facilitate the use of the book.
  Special recognition is given to Professor Frank Klement,
Professor of History at Marquette University, for the article
on the Civil War which constitutes the first portion of the
main article, to the War Memorial Museum for permission to
photograph the painting of "Old Abe," to Jack Krueger for
the drawings of the Civil War Memorials, and to the Photo-
graphic Laboratory of The University of Wisconsin for its fine
co-operation in providing photographic service.
