to provide a program of short seminars aimed at enhancing classroom techniques,
conducted by nationally recognized leaders. Regent Lawton reported key 
leadership in planning was provided by Barbara Parson, Chairperson of the
Council Task Force for Systemwide Faculty College; William Schmidtke, Dean
of the UW Center-Marinette; and Susan Lanser, staff to the Council. He 
reported Dr. Karen Merritt and Professor Bassam Shakashiri also played key
roles in planning and conducting the Faculty College. 
Regent Lawton stated Vice President Smith reported on the status of 
Planning Studies, reminding the Committee of major policy papers under prep-
aration which will emerge for Regent review by the November meeting of the
Board, with draft documents to be available not later than October. He 
noted that in broad outline, the reports are committed to the following:
(a)  to bring forward proposals concerning the Enrollment Funding 
Formula now used by state government in calculating annually 
the allocations for instruction Of regularly enrolled students; 
(b)  to examine and bring forward recommendations, if any, on the 
development of the methods by which we will manage enrollment 
decline and the concurrent declines in resources. 
The Regents previously have been informed of the Study Groups and 
Task Forces which have been constituted to proceed with these studies. 
Regent Lawton moved adoption of the following resolution, the motion 
was seconded by Regent Fitzgerald, and it was voted: 
Resolution 1938: That, upon recommendation of the President of the UW System
and the Chancellor of UW-Platteville, Authorization to 
Recruit for a Dean of the College of Arts and Sciences, 
UW-Platteville be approved. 
Regent Lawton moved adoption of the following resolution, the motion 
was seconded by Regent Fitzgerald, and it was voted: 
Resolution 1939: That, upon recommendation of the President of the UW 
System and the Chancellor of UW-Oshkosh, Dr. Walter T. 
James be appointed Vice Chancellor at the University of 
Wisconsin-Oshkosh, effective August 15, 1979, at an 
annual salary of $43,500. 
REPORT OF THE BUSINESS AND FINANCE COMMITTEE 
The report of the Business and Finance Committee was presented by 
Regent Fox. 
Regent Fox noted the Gifts, Grants and U.S. Government Contracts 
include $130,989 for continuation of the Upward Bound program serving 
Native Americans in the Green Bay area. Fifty-five students are presently
enrolled, each of whom has completed at least the first year of secondary
school. Another grant is in the amount of $196,626 from the National Science
Foundation to strengthen training programs for undergraduate natural and
social science students in information processing, which will establish 
UW-Green Bay as a research center in the application of microprocessing 
technology for the local community.
