The Future
of the University

mittee on the Future Development o0 the University, headed by
George E. Watson-establishes the policies which will guide the pro-
gressive development of the University of Wisconsin in the years to
come.
  We, the Regents of The University of Wisconsin, view the future of our
state
University with concern-and with confidence.
  We are concerned because of the demands which face us, the tremendous pres-
sure of increasing enrollment and the even stronger pressure of expanding
knowl-
edge in every field of human interest.
  We are confident because we believe that the people of Wisconsin need and
want an outstanding state University. These citizens who have built this
institution
clearly want it to remain one of the great universities of the world.
Freedom and Change
  After a two-year study of problems involved in the future development of
the
University, the Regents are convinced that bold, broad planning is essential
to
maintaining that greatness. It would be absurd, however, to try to settle
details in
advance. Change is the normal practice in a major modern university. Freedom
