THE
OPERATING
DOLLAR
Where it comes from, where it goes and
the checks and balances, along the way.
Explanation
                           The state of Wis-
consin is on a biennial basis. Therefore, the operat-
ing budget which is submitted to the state for ap-
proval must be a two year budget. The regents
must also adjust the budget to annual terms. This is
because the biennial budget is based on enrollment
projections which may or may not prove to be cor-
rect. In addition, there may be personnel changes,
program changes, and other adjustments which can
only be made on an annual basis. Thus, in the an-
nual budget, the regents decide salaries, fees and
tuition, specific new programs, new appointments-
all the specific acts. which must be taken to imple-
ment the more general requests made in the Bien-
nial Operating Budget. The annual budget is thus a
once-a-year internal adjustment; it does not go to
the state for approval.
