   CHAPTER THREE: DESIGN AND CHOICE 
As wrrH the products of all clothing trades, those of the 
millinery trade are divided into gae. lIn this book we are 
not, of course, cneedwith bats produced by the factory or 
wilth hats which, even though hand-made, have been produced 
the lower and medium grades. Our concern is with high-grade 
hats, the production of which is known as model millinery. 
  Model millinery is both a higly skilled trade and an art.. 
    Scesin the purely technical sieis more or less a matter 
of practice; the more hats a woman makes, th~e more she 
develops her skill in stitching, blocking, moulding andprsig 
although, as with all other crafts, some have more farthan 
others, and consequently get easier and better results. 
  With design, however, this is not so. There are many who 
could spend a lifetime in making hats, but would never be able 
to deinone simply because they have no artistic isics
