as no government is to be found without defects,
both in its form and execution, it is often better
to bear with some grievances, than to seek to redress
them by blood; and that by such dissentions they give
joy to the enemies, and grief to the friends of
America.

On Monday, the general assembly met at Dover.
It is generally supposed that little or no business
will be done this session, so many distinguished
members being necessarily absent on the federal
convention.
