Such has been the zeal of two or three salary officers
of the state of Pennsylvania, to prevent the establishment
of the new Federal Constitution, that copies of their
pamphlets and centinels have been sent to the Governor
[Thomas Collins], and to all the members of the late Conven-
tion of the Delaware state. When the Governor opened his
packet, and perceived the title of the enclosures, he threw
them suddenly into the fire.

to New Jersey by 5 January 1788.
