In the Twelfth Year of the Independence of The Delaware
State.

An Act for altering the Quorum of the House of
Assembly.
Whereas it is found highly inconvenient to the good
People of this State, and very frequently productive of
great Delay in the Transaction of the public Business
thereof, as well as attended with a very considerable
Increase of Expence to the State, that two thirds of
the whole Number of Representatives should be essentially
necessary to form a Quorum of the House of Assembly.
Be it therefore enacted by the General Assembly
of Delaware, that from and after the passing of this Act,
a Majority of the whole Number of Representatives which
ought to be chosen and returned annually to the House of
Assembly shall be a sufficient Quorum to transact the
public Business of this State; and that such Quorum shall
to all Intents and Purposes, have the same Power and
Authority as at this Time belongs to two thirds of the
whole Number of Representatives; any Law, Usage, or
