SIR: In order that certain observers of political conditions in the Central Empires, who are being sent out by the American Commission to Negotiate Peace, be afforded the necessary assistance by the Govern- ments of the Countries in which they will be, you are hereby author- ,zed to enter into appropriate negotiations with the Governments of Germany and Austria Hungary.
