ceipt of your note of July 1 in relation to 'the protection of Swiss citi-
zens by United States consdls in fomeig~n countries, I have the honor to
inform you that I have received inst'rctions from my Government to
convey to you it,-s walrmest thaanks for oaur -foresaid note of July 1 and
for the friendly sentiments therein expressed. Althtough the federal
council is unable fully to sharoe te view stated in your note with regard
to the nature and scope of the relation between thte protecting state
and persons commended to its protectuion, it has neverth-eless been glad
to be informed, in a, definie mamnner, by.your note what your interpre-
tation of the re.lation in question is.
  While the Ifderal conmcil nowconsiders this matter as settled, it
desires to return its thanks for yoar kindness in expressing yonr will"ing
ness to authorize the consutar representatives of the United States to
use their good offices in future i n behalf of Swiss ,citizens, of which
kindness the federal council proposes to avail itself, if there shall be
any necessi-ty therefor.
